Armstrong Agent. &c with report that the repairs within asked for can be effected for an estimated expense of $4.75 dollars provided I am allowed to tear down & use old useless Govt. buildings under the control of the Bu. at Fort Magruder, which are now going rapidly to decay and waste from want of occupancy. by this means a school of three grades would be established accommodating three hundred pupils which would be permanent in its character & command great influence & good among the Freedmen. As before reported the work has been ably commenced: the school having an attendance last year of 222 pupils. Attention is respectfully invited to the enclosed proposal to lease or sell the land upon which the building will rest
