the property upon which these villages rest are unwilling to lease to their tenantry for the coming year and will do everything in their power to necessitate their removal, which if successful will remove to a great extent the want of so large a school in this immediate vicinity. It is respectfully submitted, would the Bureau have gone to so great an expense in centralizing the educational interests of the county at this point, where, but an abnormal and unnatural population exists. 

The same outlay would have established good school houses throughout the county where they are greatly needed by a permanent population who are anxious for educational privileges. It is however recommended that a proportional amount of the expenses incurred be assumed if the same is in accordance with the usages and rules of the Bureau, as in past years they have been productive of incalculable good.

The Friends Association leased a building in the city of Williamsburg for the residence of their teachers, at seventy five dollars per annum, by permission of the Freedmen of said city they used for school house the African Church free of charge.
