Respectfully returned to Capt. S.P. Lee, with the information that I have investigated the within case, and find Simon Sudden (cold) to be violently insane, and confined in the jail of this County, the only safe place for him unless he be sent to one of the State Insane

Asylums, of which there are two, one at Williamsburg and one at Staunton.
It is the duty of the jailor to make application for admittance to the asylums for any insane persons under his care, as often as once in every two months.
In this respect the jailor has done his duty, and obeyed the law, but both asylums have refused to admit this patient on the ground of want of room.
