Respectfully returned to S. C. Armstrong, Agent &c with the report that in the investigation of the facts in the case of George C. Richardson as set forth in his enclosed application I find them in the main to be correct. There is no doubt but that he find it extremely difficult if not almost impossible, to meet these payments referred to in his petition, as hundreds of others on this Peninsula do, owing to their impoverished condition and the scarcity of money.—
His dependent family consists of a wife & one small child, and his means of support is his farm of 150 acres, an old horse, and cow & a yearling. In regard to his political sentiments, he avers that he did not vote for the ordinance of secession or in any way aid in the rebellion and by my inquiries, have found nothing to the contrary of this statement.
