White that he can account for all the nails that have come into his possession may in one sense of the word be correct: he may be able to account for the nails but not properly. It was plainly the duty of Lieut White upon receipt in the latter part of July of the 5 Kegs of nails — (the first issue on my requisition for 150 lbs) to have delivered these to Mr Eason, made a statement thereof and requested that the balance might be issued as early as possible to enable him to replace those still remaining [[strikethrough]] on hand [[/strikethrough]] due- and to complete the work on hand. But instead of doing so, Lieut. White used the 5 kegs besides 10 kegs later issued and continued to borrow more nails from Mr Eason from July 26-the day I was relieved- to Aug 22"66. If now in the opinion of the General the requisition of 24 kegs of nails is a justifiable one-it being taken into consideration that in refinishing many more nails are used on account of the boards being old- I would then respectfully suggest that 1 or 2 kegs be issued to Lt White on his requisition of Aug 6.66, to enable him to replace those borrowed of Mr Eason- if not a justifiable expenditure, then that Lt White be directed to replace the nails at his own cost, and would further respectfully recommend that Lt White be reprimanded for having ignored and trifled with a small claim, used upon an agreememnt, the benfits of which he did not hesitate a moment to avail himself of.
