In Compliance with the order hereupon endorsed we the undersigned abritrators, have carefully examined into the circumstances refered to in the within letter. by placing the said F. Salter under oath, and find that the personal property and crop of F. Salter has been advanced upon by. and mortgaged to Messrs John H Garner & Co of Mobile Ala.  whose claim therefor appears to us to be prior = We consequently think that John Garner & Co should be directed to pay Mr French's claim out of surplus of bales of said crops =

Meridian. Miss. January 4th 1868 -

Respectfully refered to the Bvt Maj Gen commanding and Asst Commr with the following statement of the case as I understand it - Mr John Hill of Lockhart Miss made complaints, under oath (Enclosed herewith [[marked A) at this office on the 28th day of December 1867 that the Estate of P.H. Bozeman, Toomsuba Miss, deceased, was indebted to him for supplies furnished to cultivate the crop for the year 1867 - and also that the freedmen had not received their pay for services rendered during the same period - I directed the Justice of the Peace at Toomsuba, Miss to see that circular #28 from Hd Qrs 4th Military Dist. dated Dec 16 1867 - was executed and received a copy of the [[strikethrough]] decision [[/strikethrough]] proceedings of the Board of Arbitration which I enclose marked "B" - The civil authorities interfered to prevent the execution of the decision of the Board, and I directed the Sheriff of Lauderdale County to proceed to Toomsuba, Miss and see that the orders in the Circular before mentioned were complied with - If the Arbitrator for the Estate has failed to adjust the claims of all the supplymen interested, he has guilty of a grave offence but I am of the opinion that the claim of J Forshiemer is one of long standing and that it should not interfere with the decision of the Board of Arbitration.
