Sir.

I have the honor to acknowledge the receipts of your communication of the 19th inst. and in reply have to state that as soon as the list of claimants to be paid by me were received, I at once communicated with each of the parties according to letter (form 30) enclosing at the same time the necessary affidavits and informed them on what day I would be ready to pay and where. Up to the present time I have heard from but one (Milly Townsend) whose claim was settled by me on the 21st inst. Our receipt of your letter above referred to in order to expedite the payments as much as possible. I handed a list of the names of those who reside in Charleston as shown by claimant list. to the Sheriff of the Court of Charleston - he said he thought he could procure the attendance of the whole of them by Monday the 26th inst. anticipating his failure in this matter. I will have their names called in the different colored churches here to-morrow and if they are yet residing in Charleston, I suspect by this means to hear from them.

It is a very difficult matter to find these claimants or their attorneys (though whom the whereabouts of the claimants might be ascertained) both of whom in many instances have removed to different parts of the State and some of whom doubtless are dead, and their heirs if they have any, - knowing nothing of their claims. It appears to me that the only feasible plan of discovering these people would be to advertize for them in certain State Journals. to be selected by the adjutants General. Of the lists at present furnished me and as yet unpaid, there are only two claimants living outside the City of Charleston. one lives at Sumter. the other at Georgetown S.C. they have been duly communicated with and will be again written to on Monday provided They do not appear at that time.
