General:- I have the honor to reply to your confidential communication of the 8th inst., requiring me to report the names of six or more white citizens, residents of the county, and six of the most intelligent of the freedmen, in whom both races have confidence. 

Of the forty magistrates in this county, the following were not magistrate before the war, nor did they hold any other office so far as I can ascertain, that would disqualify them, namely: W. P. Parrott, 3rd Dist.; Wm. Wood, 4th Dist.; John B. Townley and Rich'd. M. Darrett, 6th Dist.; Geo. J. Herndon and Thos. L. Jones, 7th Dist.; Jacob van Doran, 9th Dist.; and John H. Bibb and Jesse W. Jones, 10th Dist.

I am not personally acquainted with all these men, but am informed that they are, without exception, respectable and worthy gentlemen. Of their political antecedents I have as knowledge.

During the war there were very few really loyal men in this county, and all such are not qualified for the discharge of the duties of magistrates. But of these men I am unable to give much information touching their politics before the war.
