Sir:
In compliance with instructions of your letter of the 8th inst. I have the honor to submit the following reports of names of white citizens residents of this county who are men of the first respectability, and have the confidence both of the whites and freedmen. They are among those who are not disenfranchised by the laws of Congress; and have been in politics ranging from strongly conservative to intensely Union.
I have the honor also to submit the names of six selected from the most intelligent class of freedmen of this County, in whom both races have confidence; and who have the most influence over their own people.
