I believe all the above named (with the exceptions referred to) to be true reliable union men and [[?]] ensuing the confidence of both the Whites & Freedmen as regards honesty and integrity. These Political antecedents I believe are good they having been members of the Whigs or Union Parties for years. 

The following is a list of the names of Freedmen of Clark Co Va that have been represented to me by the Union men and such of the Freedmen as I have talked with as being the most intelligent and have the Confidence of both the Whites & Freedmen, namely,
