Bu R.F. &c -- With a view to subserve the interests of the proposed Colored orphan asylum, I would recommend that instead of expending the Hospital Fund alluded to by Genl. Brown, in the erection of buildings, that it be devoted to its more appropriate and legitimate use (as it is derived from the saving of rations) viz:- for the procurement of proper food or diet of the sick and feeble or disabled orphans.
