I have the honor to forward the written application, with the remark that I did not, as herein stated, "turn over" the property to Mr. Porter in the sense of restoring it him.  I allowed him, at his urgent request, to occupy the premises, as he and his family were without shelter at the time, & apparently in a very destitute condition.  Mr. Porter has been an invalid almost ever since his return, appears to be a very worthy man.
