Feby 28/66 Restore JMS Blst [[stamp]] Rec'd FEB 8 B.R.F. & A.L. Mo. & Ark.[[/stamp]] Office Supt. R.F.L. Fort Smith, Ark. Feb. 1st, 1866. Genl. J.W. Sprague Asst. Commr Burea R.F.L. I have the honor to forward the written application, with the remark that I did not, as herein stated, "turn over" the property to Mr. Porter in the sense of restoring it him. I allowed him, at his urgent request, to occupy the premises, as he and his family were without shelter at the time, & apparently in a very destitute condition. Mr. Porter has been an invalid almost ever since his return, appears to be a very worthy man. Very respectfully, Your obt. Servt. Francis Springer, Supt. R.F.L. E. 154 & 155
