Your program is vital, but who is to say who are the artists to carry it out?

Under given conditions compromise is inevitable. Artists coming from relief, perhaps 90% are artists only by a great stretch of the imagination, -self-labelled artists.

As a member of the local committee I have found myself compromising when a work came up for vote of acceptance. If the work was not actually bad I voted "yes" because
