Personnel and Material are prepared in this short range practice for the long range firing held in the winter. Pointers are qualified and prizes awarded in this practice to foster competition and to reward deserving merit. The 14 inch turrets will fire. Turrets are numbered successively from forward to aft Nos. 1, 2, 3, 4 and 5. All firing will be to starboard. All firing except officer's string will be [[underlined in black pencil]] double barreled. [[/underlined in black pencil]] Targets are four in number mounted on a raft towed by the U. S. S. Delaware at a speed of 5 knots. Targets are numbered from towing ship Nos. 1, 2, 3 and 4. Targets are 12'x 21' in size and spread between masts on raft and at a height of two feet above working platform of raft. The TEXAS will maneuver at a speed of ten knots to approach targets on a parallel course and at a distance when a beam of 1600 yards. Limits of firing are 27½ degrees forward of beam and 27½ degrees abaft the beam. One blast on the ship's whistle is given when the target bears 27½ degrees forward of the beam and the run begins at that time. After each run, repair boat visits raft, target Umpire examines Screens and records scores; reports scores to Texas by signal; screens are taken down and new screens spread. Upon completion of practice, screens are brought aboard and Umpires make final decisions as to the hits. Umpires have previously taken times and data and when the hits are finally determined they proceed to make up scores and analyze the data. Scores are computed according to accepted standards and results published. Accuracy and Rapidity are the two essential elements of excellence in gun fire. The first run will consist of three single barreled shots fired by officers from No. 3 Turret. These shots are fired in order to accurately determine ballistic correction and sight bar range.
