Add to this the advantages of a technical library, such as has been printed out as a necessity in a previous paragraph, and it will, I think, need no further argument to show that the Section of Graphic Arts may be made, not only a valuable institution for the scholar and the student, but that it may become practically useful to the large body of men and women who depend upon the graphical arts as a pursuit, quite as much as the Bureau of Education, the Department of Agriculture, or the Fish Commission is helpful to the teacher, the farmer, and the fisherman.
