These limitations, as a matter of course, cannot be enforced, as long as dependence must be placed almost wholly upon gifts. [[/strikethrough]] This condition of things endangers the utility of the collections, and certainly is not worthy of a nation which claims to be the peer of any in material as well as in intellectual wealth.
