Pursuant to instructions contained in your endorsement of 20th inst, upon a communication from Mr. Justin Hodge of Dec. 5" inst. offering his resignation as Agent of this Bureau at Fayetteville N.C., I have the honor to nominate on the recommendation of Bvt. Brig. Gen. A. Rutherford Supt &c. Mr Manchester W. Weld as a suitable person for appointment as Agent of this Bureau, to supply the vacancy occasioned by the resignation of Mr Hodge.
Mr Weld has served nearly three years, during the late war, in the United States Navy.

My attention has been called to Section Second of transportation regulations, which requires preliminary steps to be taken before the Asst. Commissioner of the State to which freedmen are to be transported.  This rule will cause much delay and probably an entire withdrawal of some few parties now in this State contracting with freed people.  I therefore respectfully request that the same permission be granted such as I may name, as is conceded to Mr Clay as by endorsement of Dec. 20th ulto. Bureau R.F. and A.L. office Chf. Qr. Mr.  These cases will not exceed two or three, and they are well known in this State, so that the ends required by above named Section, may be as satisfactorily reached.  An application has been received for transportation of labourers to Texas, from a party acting with a power of attorney.  I have witheld this application and will return the same unless otherwise directed, not being in compliance with Rec 3. Sec. 2 of the same regulations.  In conclusion I beg to state, that I feel confident in

recommending every facility for transporting freedpeople from some sections of this State, for much destitution will exist during the winter and in the Spring a small demand for labor.

I have the honor to acknowledge the receipt of your letter of the 3d ult. relating to the case of apprenticeship to Dan'l L. Russell.
Since the receipt of the communication from Maj. Gen. Howard Commissioner on this subject, I have concluded to defer the arrangement of this matter to the permanent military commander of this state, (Bvt Maj. Genl. Robinson, who may be expected to assume his original command at any moment, and to whom I have this mark of respect, on account of his having had the exclusive management of this case from the begining.  In any other event, it would have given me complete satisfaction, to have accepted the proposition of your Excellency, and to have proceeded at once, to organize the commission.
