Colonel:-

I have the honor to request that action in the Provost Court of this District be brought against Messrs. [[underlined]] Norris & Stinson, [[/underlined]] Manufacturers of Turpentine, residing in this County, for a violation of their Contract with [[underlined]] Branch & Bros. [[/underlined]] and for defrauding the said [[underlined]] Branch Bros. [[/underlined]] by false returns.

This case has occupied the attention of the Bureau for a long time, but in consequence of various unavoidable delays, is as yet undecided.  The witnesses and papers can be provided at any time:  it being a case involving intricate points, a fair trial cannot be obtained in civil courts without delay & outlay which cannot be afforded by the complainants, it is therefore urged that the course requested be pursued, it being speedy, & the plaintiffs can then be represented by Bureau counsel.

I have the honor to call your attention to the enclosed applications for rent of School building at Manchester, N.C. - Apparently for the same purpose but so different as to the parties connected with the enterprise that it seems as if there must be conflicting interests.  If such is the case the Bureau cannot render assistance, until it appears that harmony prevails among the colored people as to the works.

General:-

I respectfully request that the Disbursing Officer of the Bureau for this State be authorized to purchase five (5) horses, for the officers stationed at the following points in this State, viz:-  Fayetteville, Henderson, New Berne, Morganton & Charlotte.  

These districts are large, ranging from three to five counties each, & the public means of travel are deficient & expensive:  it is believed that it would be much more economical to provide & subsist public horses than to continue the present system of hiring.
