Sends full report of proceedings in turning over property to former owner Mrs. Emeline J. Myers. by Genl. Del. Bates after it had come into possession of this Bureau.  It was given up under orders not from conviction that the orders were lawful.  Wishes to know whether any Comdg. Genl has authority to issue such an order without authority from Maj Genl. Howard. Encloses copy of order from Genl. Bates, copy of order issued by himself & copy of letter accompanying Genl Bates order.[[Footnote 1]]

Respectfully forwarded.  The written case indicates the status of much abandoned property in this Dept. In accordance with G.O. 110 A.G.O.  I requested the Dept. Cmdr. to order all houses, tenements mills & abandoned property in the possession of military authorities to be turned over to this Bureau, when no longer needed for military purposes. No notice has been taken of this request, Several buildings have been restored by Dept & Dist. Cmdr. to former owner. [[Footnote 2]]
