Reports cases of Small pox in his District, asks for instructions & assistance. 
Respectfully forwarded to Maj Genl. Ruger Comdg Dept. with request that a medical officer be detailed for temporary duty in this Bureau. Dr. Hogan Surg US Vols is the only officer on duty with the Bureau in this State, & he is away on an inspecting tour. I have telegraphed for him, but the emergencies demand immediate action.  It may be several days before Dr. Hogan will arrive.

[[/underlined]]  There are no Medl Officers to be spared for this purpose, except by increasing the labors of those already in the Dis'ct and attached to regiments, or hospitals.  I will however, do the best I can to protect the community.  [[underlined]] Dr. Hogans [[/underlined]] place is [[underlined]] here, [[/underlined]] to [[underlined]] organize [[/underlined]] his [[underlined]] Department, [[/underlined]] which he can do better at [[underlined]] his Head Qrs. [[/underlined]] than by roaming over the [[underlined]] State. [[/underlined]] We have furnished [[underlined]] Medicines [[/underlined]] and [[underlined]] Med'l Attendance [[/underlined]] for the [[underlined]] Freedmans Bureau [[/underlined]] from its commencement in this Dept. If proper [[underlined]] energy, [[/underlined]] and [[underlined]] decision [[/underlined]] had been displayed by officers in immediate charge of affairs, and their [[underlined]] medical officers [[/underlined]] assigned them, compelled to remain at [[underlined]] his post, [[/underlined]] there would not now be this difficulty, until he can be [[underlined]] brought back, [[/underlined]] or disposed of.  We will try to take care of the [[underlined]] Small Pox [[/underlined]] cases.
