Letter explaining an endorsement [[Footnote 1]]
Respectfully forwarded.  At the time when the endorsement was received from the Medl. Director of N.C. Surg. M.K. Hogan was absent on a tour of inspection under orders of this Bureau.  I would state that no communication has been received from the Medical Director of the Dept. asking information concerning the Sanitary condition of freedmen, or relating to them in any way.  The only Med. Officer who has attended freedmen in the Central District was Surg. Dearborn 4" N.H. Vols., who in addition to the duties of attending 1 regt. & a battery visited professionally the freedmens camp.  No medical officer has been assigned to duty in this Bureau by the Dept.  In all cases, Surgeons & Asst. Surgeons who have done duty in the Bureau have done so in addition to their regular duties with their commands.  Applications have been made from this office for Medical officers which have been disapproved, save as above specified.  The want of Asst. Supts. of Sub Districts have necessarily caused the want of full and accurate reports of the condition & wants of freedmen throughout the state.

Respectfully forwarded to Maj. Genl. O.O. Howard Commissioner. Application was made for Lt. Schofield as advised by endorsement from the Bureau, and the detail disapproved by the Dept. Commdr. [[Footnote 2]] In view of the fact that one half of the few officers detailed for duty with us are to be mustered out, and that six of eleven applications made for officers have just been returned, disapproved, it is earnestly requested that this officer be detailed by the War Dept.

States that some of his property has been leased for 6 mos from June & July.  Requests that the leases may be terminated by the present month  He has the Presidents pardon
