Oct. 6" 1865 Talcott Wm. S. Lessee of the Calvin Perry Plantation, asks that his rent, be remitted for the entire year. Encloses statement of his expenditure, estimates crops & assets. [[Footnote 2]] This application was made orally to me a few days ago, my view was at the time that in entering into a contract to lease land, the Govt. was not different in its treatment of lessees or its requirements of them, from any other Land Lord- That the lessee of the plantation took the risk, enjoying the benefits of his prosperity if he succeeded, but taking his loss philosophically if he failed, in either case we had nothing to do but to insist on our rents. It was urged that the Govt. was not an ordinary landlord, but by stipulations it its lease as to the kind of labor to be employed, introduces extraordinary considerations. These stipulations it is urged have been faithfully complied with. It is further urged by the applicant that about 3000 dollars have been laid out by him in fertilizers & erecting necessary buildings which would be of benefit to him another year if he retained the property. That his crop a poor one at best is greatly damaged by rust, so that if his rent is remitted he could only hope to save himself some positive loss. In case of the restoration of the property of course his fertilizing accrues to nobodys benefit but the owners. And I may add on the side of the Bureau, that the remission of our rent would be much like a contribution of some $15.00 to the rebel proprietors. While I should regret to see the man suffer loss, I do not see the propriety of doing this & would urge that if the request should be granted means might be adopted to secure the money off next years crop. These papers all forwarded at the urgent request of the Applicant. To grant this request would furnish a dangerous precedent. [[Footnote 3]] The petition therefor cannot be complied with.
