Reports that the Rev. James Curry (colored) having an appointment to preach at Pleasent Springs on Sunday Sept. 23d 1866 requests a guard of one non-commissioned officer and four privates for protection &c. [[Footnote 2]] Endst. Bvt. Col. A.G. Brady Supt &c.  Respectfully returned to Lieut McAlpine, whose attention is called to endorsement of the Asst. Com. and Col. Hamilton.  Endst Lieut T.D. McAlpine.  Respectfully reforwarded to Col. A.G. Brady Supt &c. with requests that it be transmitted to the Commissioner at Washington for his action.  The decision of the Actg. Asst. Com'r, on this case, is most respectfully appealed from and the following opinion submitted; that G.O. No. 100 War Dept A.G.O. Washington D.C. May 31st 1865, does not leave it discretionary with District Post or other Commander, to furnish troops or not as they may relish, when a requisition is made on them by an officer of the Bureau.  All responsibility in regard to whether the troops are needed &c, is assumed by the officer who requires for the troops.  It is to be presumed, that an officer on duty over freedmen, is better informed as to when or where troops are needed for their protection, than an officer serving with troops who has nothing particular to do with freedmen.  when the within request was made for troops, I knew at once from the character of the parties who made the report of the intended outrages, and from the character of the neighborhood, where the intended outrage was to be committed, that there would be trouble unless there

were measures taken to prevent it.  Although no troops were furnished, I went personally to the scene of the intended outrage, and found assembled there in addition to the colored congregation, a number of long haired guerilla looking white men, who were there for the purpose of carrying out the threats mentioned, and who were only prevented from doing so, from an unwillingness on their part, to assume the responsibility of killing an officer.  The emergency which caused me to require for these troops having passed, this paper is forwarded simply for the purpose, of ascertaining, finally and conclusively, whether it is optimal with a District or Post commander to honor a requisition made upon him, by an officer of the Bureau for troops  Endst. Goldsboro N.C. Sept. 11" 1866

Stickney  J.W.H. Maj. [[Footnote 1]]

Applies for transportation for four freedpeople from Goldsboro to their home in New Bern.  Encloses a copy of an order given at Aiken S.C. for the transportation of these people.  States that he supposes the Quarter Master at that place, supposed that the route from Wilmington to New Bern was direct and but one road, and only one order was given, when there should have been two; one for the W and W. R.R. and the other for the A and N.C. R.R.  The conductor on the W. and W. R.R. refused to give up the order to these people but left it with Maj. Stickney to arrange with the agents of each road, which he did by endorsing on the face of the original order in red ink, that transportation was furnished
