States that he sold old rags and cast off clothing collected at the Freedmens Camp and applied the proceeds to the purchase of stationery and furniture for his office.  Endst Col J.R. Edie Supt.  Respectfully forwarded dis-approved.  In my judgement Capt Shaffer should have furnished a copy of Col. Moores order, and should have asked for authority to make the expenditure. Requests that rations may be allowed to dependent freedmen in his Sub. Dist. to prevent starvation, several having already died for the want of something to eat.  Endst. Lieut. Col. Stephen Moore Supt &c.  Respectfully forwarded to Capt J.F. Chur A.A.A. Gen. for the action of the Asst. Com'r.  I would most earnestly recommend that some means be taken to supply the poor dependent with food, to prevent further suffering.  Respectfully forwarded to Maj. Gen. O.O. Howard Com'r. with the recommendation that some provision be made to meet this class of cases.  Attention is invited to similar application, forwarded from these Head Qrs. 5th inst.

Reports the deplorable condition of many colored people, confined in County Jail, awaiting trial, because not able to procure bail.  Recommends that Asst. Supt. be ordered to visit the prisons in their districts and report upon the condition &c of the inmates, or suggests that an Inspecter of prisons be appointed for each state.  Endst Maj. Gen. O.O. Howard Comr. &c.  Resp'y referred to Bvt. Maj. Gen. J.C. Robinson Asst. Com. N.C. for recommendation.  Respectfully referred to Lieut. Col. Stephen Moore Supt &c. for investigation and report as to the merits of within proposition.  Col Moore will please instruct the writer of within communication, that all letters of an official character, will be transmitted through the regular channels. [[Footnote 2]]

Reports that the Rev. James Curry (colored) having an appointment to preach at Pleasent Springs &c. requests a guard of one non-commissioned officer and four privates for protection &c. It is expected that this will in all cases be done, unless some unusual circumstances or necessity prevent it.  Respectfully returned to Bvt Col. A.G. Brady Supt &c. with reference to endorsement from Bureau of R.F. and A.L. 4th inst.

Forwards a statement in reference to his selling a horse, and amount of money received for the same.  Endst. Lieut. Col. J.D. Stubbs Chf. Qr. Mr. N.C.  Respectfully referred to Capt. J.F. Chur A.A.A. Gen. with the remark that this officer does not show that the horse sold as Government property was ever condemned or ordered to be sold by competent authority.  I therefore forward the paper and money for your information and await your orders in the premises.  Respectfully returned to Lieut Col. J.D. Stubbs A.Q.M.  It is understood that this horse was not Government property, but was used as abandoned property.
