States that Thos. Evans freedmen of Swansboro Onslow County reports that Edward Vanderville of Onslow County has had Haley Berdin (col'd) minor bound to him by the civil courts, against his mothers will.  Endst. Lieut. Col. S. Moore Supt.  Respectfully referred to Capt. J.F. Chur A.A.A.G. for the information of the Asst. Com. and would respectfully recommend that some action be taken to check this growing evil.  Respectfully returned to Capt. R. Dillon thro. Lieut. Col. S. Moore Supt.  Application will be made to the court, to cancel the indentures, and the return of the child to its parents on the ground of illegality in binding. From this information I have obtained, I am satisfied that a moderate sum should be paid Mr. Street and would respectfully recommend that he be allowed $20.00 per month. States that he has been informed that Bvt. Col. J.R. Edie U.S.A. and Supt. B. R.F. and A.L. has made application to Gen. Sickles for the Hospital to be used as Winter quarters for a company of soldiers. [[Footnote 2]] Endst. Maj. Gen. D.E. Sickles.  Respectfully returned to the Asst. Commissioner N.C.  The Quarter Master Dept. will make such repairs as required to render the building, designed to be used as the freedmens Hospital, comfortable for the sick.  The estimate to be forwarded by the Surg. in Chief to the Asst. Comr. for N.C. and to be approved by him.  Respectfully referred to Lieut Col. M.K. Hogan Surg. in Chief who will cause the necessary estimate to be forwarded to these head Qrs. if it is found necessary, inasmuch as Col. Edie has been directed to repair the building in question, with the means at his disposal.
