Reports the location of freedmens schools in his District, and the number of pupils in attendance. Suggests the location of other schools naming the places: also that the aid now furnished the Southern Episcopal Society be withdrawn as the refuse to make any reports to the Bureau or acknowledge the bounty received.

Makes report in the case of Henderson Cooper (freedman) now under sentence of death at Oxford Granville Co. N.C. having been convicted of a charge of rape. Recommends his sentence be commuted to a lesser punishment.
Respectfully forwarded to Head Quarters Dept. of the South. In view of all the facts stated within, it is earnestly recommended that the sentence be commuted to a less punishment.
