[[Footnote 1]] [[Footnote 2]] Returned by Maj. Compton Goldsboro, N.C. June 12" 67 "Roderick Ham left the plantation of Hayward Ham, in the spring or summer of 1865 and went to New Berne, N.C.  Sally Best left the plantation of Nicolas Best at about the same time and also went to New Berne.  I am informed they now reside at New Berne N.C."

Continuation of Endorsements on communication of W.H. Doherty, Agent, presenting a memorial for the organization of State Normal schools to educate (colored teachers). [[Footnote 1]] [[Footnote 2]] referred by Bv't Maj. Gen Avery Raleigh, N.C. May 27" 67. " Although Mr. Doherty professes no plan for the establishment of a Normal school in this State, the immediate and pressing need for a school in which the negroes can be fitted for teaching is so great that I cannot find terms strong enough in which to urge the speedy adoption of some plan by which this result may be attained.  At this time sixty more teachers could be advantageously employed in this State:  in many places they would be furnished with school houses and paid, either by the freedmen themselves, or their employers or both."

The Asst Commis. is alive to the matter of the community in the matter within referred to, but at present so many obstacles present themselves that the plan is not practicable.  A plan is on foot however which may result satisfactorily towards this end.

Endorsement on communication of James R. Woody asking for exemption from tax on tobacco &c. [[Footnote 1]] referred to Lt. Porter, ret'd by Lt. Porter Hillsboro June 12, 67 "James R. Woody is in very good circumstances owning some two hundred acres of land and other property.  During the war, he speculated in Tobacos largely increasing his property thereby.  He was a union man but suffered no persecution on that account.  His sufferings during the war were common to all.  I see no cause why he should be released from the tax on tobacco."
