Whittlesey [[/underlined]] to Hd. Qrs. Asst. Com. N.C. July 8" 1868.  Ref. to [[underlined]] Capt. Rutherford [[/underlined]] A.S.A.C. at Wilmington - July 13" 1868 - 20" July Rec'd back with endorsement that he (Capt. R.) has seen the parties to whom [[underlined]] Lucy A. Deale [[/underlined]] refers & finds she has no relatives in Wilmington.  From information derived from these parties - it appears that she has an offer of a hom with some relatives in Washington.  Recommends that the transportation be given.

Gives the [[underlined]] Hon. Wm. Gibson [[/underlined]] of Agusta Ga. as a reference.  July 20". Ref. from Bu. Hd. Qrs. for investigation and recommendation.
