Recommends that transportation be furnished her as she is in a very destitute condition  Her husband [[underlined]] Alex. Cope [[/underlined]] resides near Salisbury.  May 28" 68 - Refd. to [[underlined]] Wm. A. Cutler, [[/underlined]] Agt. at Salisbury - June 2" re'd back, can learn nothing of [[underlined]] Alex. Cope. [[/underlined]]  Retd. to [[underlined]] Gen. C.C. Sibley [[/underlined]] - who returned it.  July 7" 68. to [[underlined]] Lt. Catley [[/underlined]] who [[underlined]] returns [[/underlined]] papers - with endorsement that [[underlined]] Agent Cutler [[/underlined]] try again - and invites attention to enclosed letter from [[underlined]] Alex. Cope [[/underlined]] to his wife dated July 1" 1868 - in which he states he resides but four miles from Salisbury.  States that the woman is still in a very destitute condition & wants to get home to her husband.  Ret'd - by Asst. Com. Ga. thro Comr. July 17" - & fowd. by Com. Harrison [[/underlined]] vs. [[/underlined]] Welcher Blackwell. [[/underlined]]  June 13" retd. to Capt. [[underlined]] A.W. McKillip [[/underlined]] for all the information to be given.  June 20" Recd back - with endorsement of Capt. [[underlined]] McKillip, [[/underlined]] that he has never rec'd the order on [[underlined]] Wm. H. Harrison. [[/underlined]]  It was left by [[underlined]] Mr. Merriam [[/underlined]] with [[underlined]] Spear Whittaker [[/underlined]] at Enfield & on calling on W- was informed he had given a receipt to Mr. [[underlined]] Merriam [[/underlined]] for the papers, which on being retd. the papers would be given up.  Wrote him concerning the papers & encloses reply.  The man [[underlined]] Harrison [[/underlined]] is insolvent & it is impossible at this time to collect anything from him. 27" July, 1868. Williams [[/underlined]] to the Chief Medical Officer of the Bureau, Washington D.C., who after inspection recommends: discontinuance of all Dispensaries now extant in District except the New Berne Dispensary. (Dated July 12th 1868.) July 24th 1868. referred by [[underlined]] Chief Medical Officer, [[/underlined]] Washington D.C. to the A.A.A. Genl. B. R & A.L. for the information of the Commissioner, and with the recommendation that the suggestions of Asst. Surgn. [[underlined]] Williams [[/underlined]] be approved and that instructions be given to him to have them carried out with effect.  July 27th 1868. referred by order of [[underlined]] Maj. Genl. Howard [[/underlined]], through [[underlined]] E. Whittlesey [[/underlined]] A.A.A. Genl. to the Asst. Comr. State of North Carolina "Approved"  He will take means to convey into effect these recommendations.
