States that Lucinda Taylor has been under his charge for the past 30 days, suffering from a cancer wart on the face, she is in a sad condition & in great need of medical aid. There is no care in the part of Civil authorities in his Sub. Dis for afflicted or indigent Freedpeople, and makes application for his woman from Magnolia to Salisbury, N.C. that she may be cared for at the Freedmens Hospital at that place.
