Miles Bvt. Maj. Genl. & Asst. Comr of Oct. 7th 1868 who requests, "that the appointment of Mr. L. Brown as Clerk be revoked from Oct. 14th 1868. and that Mr. Geo. Pepper be appointed to fill the vacancy, at $100.00 per mo. Neither of these gentlemen have been in the army the latter being to young. Mr. Pepper is now needed to take charge of the Freedmens Bank at Salisbury N.C, and can furnish the necessary bonds". The Sec. of War has declined to appoint as Clerks or Agents in the Bureau, persons who have not been in military service. It is not intended that this Bureau will furnish salaried Agents to act as Cashier of Freedmens Banks. The most that can be done is to provide an office and that is but a temporary allowance.
