Oct. 9th 180 [[asterisk stamp]] | War Department BRF & A.L.  Sewall F.Q. a.a.a Genl. Filed | Washington D.C. Oct.7th 1868.  Calls attention of Asst. Commissioners to the fact that they are not authorized to order Officers of the Bureau beyond the limits of their own jurisdiction. Expenses cannot be paid except upon the approval of the Comr. for such journies. When necessary to send an Officer out of the State Application will be made to the Commissioner for the proper order &c &c.

Is directed by the Commissioner to state that he has arranged with Northern Benevolent Associations, to furnish an increased number of teaches in the States which are now represented by them &c. Directs that the Superintendent of of Schools, will at once place himself in correspondence with proper. Officers of these societies,with a view of securing competent Teachers &c &c.

Refers letter of A.H. Grimshaw of Wilmington, Dela. Oct. 8th 1868. who requests information of a Colored girl named Mary E. Price, who was taken from N York to Texas some two years since, was taken sick and driven away and is said to have reached Halifax N.C. where she was put into an Hospital.

Acknowledges receipt of papers in the claim for Arrears of pay &c. in the case of Ellis Mattox Co. "I" 27" U.S C.F. Alex. Spencer Co. "A". & Lafayette Spencer Co. "H". 35th US.C.F.

Oct. 14th 187 [[asterisk stamp]] | War Department B.R F & A L  Sewall F.D. a.a.a.Genl. (Lw 149 - Vol 2. 1868.) Filed | Washington D.C. October 12th 1868.  Returns communication of N. Carolina, N.A. Miles Bvt. Maj. Genl. & Asst. Comr of Oct. 7th 1868 who requests, "that the appointment of Mr. L. Brown as Clerk be revoked from Oct. 14th 1868. and that Mr. Geo. Pepper be appointed to fill the vacancy, at $100.00 per mo. Neither of these gentlemen have been in the army the latter being to young. Mr. Pepper is now needed to take charge of the Freedmens Bank at Salisbury N.C, and can furnish the necessary bonds". The Sec. of War has declined to appoint as Clerks or Agents in the Bureau, persons who have not been in military service.  It is not intended that this Bureau will furnish salaried Agents to act as Cashier of Freedmens Banks.  The most that can be done is to provide an office and that is but a temporary allowance.
