I have the honor to submit the following report of my department for August and September, 1890: 

During these months the force was broken up, in a measure, by leaves of absence. In the office of the Chef Clerk the following [[underlined]] persons [[/underlined]] are noted as being [[underlined]] assigned to me [[/underlined]], viz; Miss. Latham, and Messrs. Hough, Sweeney, Chandlee, Burger, Shindler, Tracy and Mills. Miss. Latham and Messrs. Hough and Sweeney occupy all of their time in my department.
