Colonel:

I have the honor to request that the Assistant Commissioner of the State of North Carolina may be informed that there are four or five hundred negroes in Hampton and vicinity, natives of North Carolina, and many of whom are anxious to return to their old homes; and be requested to let this fact be known so that such as may wish to procure laborers in that state, either for farms or railroads or any other purpose can avail themselves of a good opportunity.

I shall gladly render my assistance to any responsible party who may wish to collect at this place a lot of laborers.
