Lieutenant:

You will proceed without delay to Whiteville, Columbus County, and make a complete investigation of the case of Stephen Elkins a Union Man, who it is reported has been indicted by the Grand Jury of said County for acts committed during the war.

Lieut. S. Echelberry Asst. Supt. of Columbus County will aid him in his investigation.  On his return Lieut. McQuigg will report the result of his investigation to these Head Quarters in writing.
