Colonel:

I would most respectfully represent that I have under my charge a Hospital for Freedmen, accommodating about Seventy-five (75) patients, & that up to the 1st of June 1865 the nurses were provided (by contract) by the Medical Department, but since then no provision for attendants has been made.

I am not aware that the Medical Department provides for furnishing Freedmen & Refugees with Medicine, Medical Attendance, Hospital stores &c.  But this has been done, & in yielding to the demands of suffering humanity we are confident that it will meet the approval of the Surgeon General.

You can readily see the embarrassment of our position & any information or instructions that would relieve us from our present difficulty will be thankfully received.
