Head Quarters Freedmens Bureau Charlotte N.C. July 20" 1865 Col Whittlesey Sir Your communications of the 13" & 15" was was duly received. The orders you sent will be of great service to me. Considering all things I am getting along very well. I have an Encampment established and have some 10 or 15 Cabins built and occupied. The Cabins are built of boards rived from Pine Trees and are very comfortable. They are occupied by Women and Children who are not able to support themselves. I am drawing Rations for 180" that will reduce them greatly by being able to finish transportation. I do not furnish Rations to any able Bodied Men or Women. Only those that are awaiting transportation. I shall be very careful in giving transportation. And shall furnish none but to those that are absolutely entitled to it. Matters connected with the Freedmen in this District are becoming considerably settled to what it was when I took the position of Supt. Though there is a disposition with many to make the Negro believe he is yet a Slave. And many are treating them as such. I had a case yesterday, where a Planter beat a girl most unmercifully and brutally. After examining the case carefully, I gave the Gentlemen the choice of a residence of 30 days in jail, or pay to the girl 50 Bushells of corn. He choose the latter. I sent the girl to her mother who is supporting the rest of the Family. A few Cases of this kind in each County will have a good effect I find the Negroes as a
