Plymouth, N.C. August, 6th 1866.

I certify on honor, that two (2) barrels of Mess Pork the Property of the United States received for issue to the destitute people of Martin County, N.C. and for which I am responsible, was taken by some unknown person or persons from the warehouse in which it was stored on or about the 4th day of August, 1866.  That the parties guilty of taking the said articles did not enter by the door which was kept securely fastened, but broke through the wall, by which way they carried off the property, after breaking open the barrels, and I further certify that the ware house was considered safe, and that the loss of the above mentioned articles was not occasioned by, or the consequence of, any fault or neglect on my part.
