Sir -

I have the honor to state that an aged Freedman paralyzed by rheumatism in his lower parts 
who has been a slave to one man for forty (40) years has been brought to this town by his former master and left in the Street

The Wardens of the Poor refuse to have any thing to do with him and he is now at the house of a Freedman nearby. I would respectfully ask if I shall send him to Wilmington and if so will you kindly send me transportation for him
