[G47] Newbern N.C. June 16 1866 Colonel I have the honor to hand you herewith an application of A.G. Garrett of Plymouth to receive one (1) Bale Cotton now held as rent of his plantation which was considered abandoned. The original letter with other communications & endorsements sufficiently detail the facts. I was about prepared to return the matter to the Asst. Commissioner with the opinions I have endorsed when I was relieved, since which time in the confusion of business it has been overlooked. Believing the final settlement to hinge on the question of abandonment or non abandonment. I have not felt authorized to decide upon it myself as directed by the late Asst Comr but would respectfully refer it to you for such action as you may think proper.
