I hereby certify that I am familiar with all the facts connected with the seizure of the Bale of cotton by Lieut Tenant, sold by Lieut. Schwarts from the farm of A.H. Garrett - to one Pennoyer, Lieut Schwartz had told me that he had come down from Williamston to procure the wholesale destruction of the crops on the Garrett farm, by sales of special agents &c, claiming to represent the Govt.  That he had come down, not because it was in his jurisdiction, but because Lieut. Tenant, in whose jurisdiction it lay, was across the Sound, and was not accessible to Mr Garrett at the time.  He directed the crops to remain on the land until Lieut Tenant came.  In two days thereafter, Lieut Tenant came, when lo & behold, the cotton was on board a schooner & was about to sail.  Lieut Tenant quickly went aboard the Boat - and one Pennoyer claimed to have purchased the Bale of Cotton, of Lieut Schwarts.  Schwarts, in the meantime, had vamosed.  The cotton was taken off the vessel & is now in the storehouse of Mr Atkinson -
