charges were then drawn up by myself at the instance of [[?Pennoyer]] & other gentlemen to whom he had sold other produce of this farm, by Schwartz- & forwarded to Capt Seeley. The farm upon which this cotton was raised was always outside the Federal lines, & belonged to A.H. Garrett, and the Special Agent sitting down in Plymouth could not dare show his face on any place as far from the lines as this farm was, unless with a Military escort sufficiently powerful to overcome any opposing force, that he might meet - much less control said farm.  Further, I have applied to the Asst Commr Genl Whittlesey & he informs me, that their are no leases of Lands, or activities of sales of property from this County by the Special Agent Mr Willis.  In all conscience, my opinion is that justice requires a restitution of this cotton to Garrett.
