[G47] Plymouth N.C.~ April 6th 1866~ To~ Col. Whittlesey Comr. Freedmen's Bureau: Raleigh N.C. Sir: I have the honor of addressing you in regard to the accompanying letter of Mr. A.F. Garrett. of this place. In the course of my official duties as Asst. Assr. Int. Rev. I had occasion to examine the Bale of Cotton in question to ascertain whether it was subject to assessment or not. I found that the Bale was marked, "Tax Paid." & I have been told by the Collector's Deputy, that Mr. Penoyer, to whom reference is made in the letter, paid him the Rev. Tax on the same. Under these circumstances there is no longer any Tax due. I am satisfied that the Cotton is the property of Mr. A.F. Garrett the writer of the letter herewith sent. Your Obt. Servt.~ Broughton W.
