Colonel Whittlesy Supt of Freedmen for the State of North Carolina, Sir: I have the honor ask, what arrangements have been made for supplying medicines and medical attendance, to Freedmen in this State. I would also ask, if you are authorized to contract with physicians. If so, there are some officers about being mustered out of service, who have shown particular zeal in the care of negroes could be recommended by me.
