  By the federal constitution it is declared that the judicial power of the United States shall extend to all cases in law and equity arising under the constitution the laws of the United States and treaties made or which shall be made under this authority +++++++; to controversies between two or more states, between a state and citizens of another state, between citizens of different states, and between a state or the citizens thereof and foreign states, citizens or subjects:
   Article 3- Sec. 2. Constitution.
This provision of the Constitution mainly defines the extent of the judicial powers of the federal government it confers no  powers upon the courts neither does it enjoin upon Congress the duty of confirming and exausting these powers upon the federal courts, it merely authorize Congress to organize courts and invest them with such powers it sees fit within the limits defined by the  Constitution-
