B. Preliminary Arrangement.

After the reconnassance trip, plans were immediately made for some actual digging to test whether Yin-hsü is still a workable site as superficial observations have led one so think. The report of this trip and a plan for some preliminary digging were immediately sent to Mr. Fu Ssu-nien, Director of the Institute, who, at once recognized the urgent need of prompt action and decided to let the Institute solely responsible for this work. The necessary amount of fund was sent to me in order to have an early start; I was also asked to take charge of the field work. At the time, Mr. Fu was visiting Shanghai on official duty. As there were a number of details that I needed to discuss with him personally, I made an appointment with him to meet in Shanghai, where the following preparations were made:

1. Purchasing of surveying and photographic equipments.

2. Despatch of an official communique from the headquarter of the Academia Sinica(then known as 'The National Research Institute') to the Provincial Government of Honan, requesting the latter (1) to send official participants in this work; (2) instruct the magistrate to cooperate with and protect the digging party of the Institute.

3. Requesting President Ts'ai Yuan-pei (of Academia Sinica) to communicate with Marshal Fêng Yu-hsiang and ask him to give order to his subordinate officers in An-yang extending to the party all necessary protection.

4. Notifying the National Commission for the Preservation of Antiquities the Institute's undertaking.

5. Inviting Mr. Li Ch'un-i of the Geological Survey of China to do special surveying work.
