Gin C. 19. E.B.11. Mar 1, 1865 Hd. Qrs. Armies of the United States City Point, Va. Feby 21st 1865. Respectfully Forwarded to the Secretary of War- U.S. Grant Lt. Gen. Subs Off Report rec'd Mar 27/65 Respectfully referred to Lieut. Col. S. C. Benham C.S. Vols, Little Rock, Arkansas, who will please ascertain if orders have been given to issue stores gratuitously to the "Contraband Camp and Farm" near Little Rock, Arkansas, and if so, by what authority. Col Benham will see that this Camp and Farm pays for its stores received from the Commissary Department unless it has been otherwise ordered by the Secretary of War. These papers to be Returned (over.) with Col. Benham's report endorsed thereon. A.E. Shiver A.C.G.S. Office C.G.S. Mch 3/65 Little Rock. Ark. March 14th 1865. Respectfully returned. The issues of Subst. Stores to freedmen at the "Home Farm" & Camp at Little Rock, were made under Special Orders No. 63, Vicksburg Miss, Sept. 29th 1863, "by Order of Secretary of War", signed "L. Thomas, Adjt. Genl." The negroes were mostly women & children, all "destitute", & some sick & unable to perform labor- Very Respectfully S. C. Benham Lt. Col. A.C.S.
