[[stamp]] The National Archives of the United States [[/stamp]] War Department A.G.O. June 28" 1865 Major General O.O. Howard, U.S. Vols., Commissioner of Refugees, Freedmen &c. Washington, D.C. Sir: I have the honor to inform you that in accordance with your request of the 27" instant, the Secretary of War has directed that such Government buildings at City Point, Va. as are not required for military purposes be turned over to the Bureau of Refugees, Freedmen and Abandoned Lands, for use as school houses, quarters for teachers, freedmen, &c. The Qrmr. General U.S.A. has this day been informed of these instructions. I am Sir, Very respy, Your obt Servt., R. Williams Asst. Adjt. General
