War Dept. A.G. Office August 7th 1865 Respectfully returned to Major General O.O. Howard, Commissioner of the Bureau for Freedman affairs, Refugees and abandoned land Washington D.C. with the suggestion that if practicable some other Medical Officer be designated for detail. If Asst. Surgeon Merrill is taken from his regiment, which has nearly eight hundred (800) men and officers, there will be but one Medical Officer left. There is much difficulty in obtaining the necessary Medical Officers for Colored Troops, there being, at the present about fifty (50) vacancies for Assistant Surgeons. By order of the Secretary of War. C. W. Foster A.A. Genl. Vols. E.B. Vol. 3. @ Page 530. Col Osborn notified verbally of the foregoing endorsement.
