No. 214 War Department, Bureau of Refugees, Freedmen, and Abandoned Lands, Washington, May 17th. 1866. Bvt. Brig. Genl. O. Brown, Asst. Comm'r. B.R.F.&A.L. State of Virginia. Richmond, Va. General, I have the honor to return herewith, the discharge of Samuel Sutton, and declaration in his claim for arrears of bounty. It will be seen by reference to printed Extracts from Paymasters Manual, that this man in entitled to $100. bounty, and not the $300. "Recruit" bounty, having enlisted prior to October 24th 1863. Unless positive that the man was mustered on the rolls as "free on or before April 19th 1861." additional affidavits of two disinterested persons should accompany the application, setting forth the fact that he was free on or before that date, and stating
