Bureau Refugees. Freedmen & A. Lands 6th Dist Office Asst Supt Sub-Dist of Westmorland & Richmond Co's Warsaw, July 31st 1866 Major James Johnson Supt 6th Dist Va Fredericksburg Va Major: In obedience to circular Letter dated July 21 /66 I make the following report in compliance with Circular No 10. dated H'd Qrs A. C. State of Va March 12th 1866. There has been several cases in my Sub-Dist. that come under this order or circular. There has been a manifest disposition on the part of the whites where they were interested in those cases to brow-beat and trample upon the colored man. There are now two colored men in the jail at Warsaw awaiting trial which comes on in October. (over)
